| مقدمه ارزیابی پروژه‌های اجرا شده آبخیزداری و ارائه دورنمایی از نتایج عملکرد آن‌ها، اطلاعات مناسبی را برای برنامه‌ریزی بلندمدت در اختیار مدیران و تصمیم‌گیران قرار می‌دهد. از این رو، با ارزیابی عملکرد پروژه‌های آبخیزداری از دیدگاه کارشناسان می‌توان ضمن تعیین میزان اثرات طرح و عوامل موثر بر آن، رهنمودهای لازم برای اجرای بهینه این طرح‌ها در آینده به مسئولان و برنامه‌ریزان ارائه نمود. بدین منظور، در این پژوهش جهت ارزشیابی پروژه‌های آبخیزداری اجرا شده از نظر بهبود روحیه مشارکت مردمی در حوزه آبخیز ریمله، از دیدگاه کارشناسان و بهره‌برداران استفاده شد. مواد و روش‌ها آبخیز ریمله، یکی از زیرحوضه‌های رودخانه کشکان است. برای این منظور، پس از تهیه لیست اولیه شاخص‌ها، با استفاده از روش دلفی و نظرسنجی از خبرگان، فهرست نهایی شاخص‌های موثر بر بهبود روحیه مشارکت مردمی مشخص شد. در مجموع ۳۹ شاخص انتخاب شد و در شش دسته طبقه‌بندی صورت گرفت. در نهایت، به‌منظور اولویت‌بندی شاخص‌ها، از روش‌های تصمیم‌گیری چندشاخصه استفاده شد. تمام سرپرست خانوارهای روستایی موجود در این آبخیز، به‌عنوان جامعه آماری انتخاب شدند. با توجه به رابطه کوکران و با روش نمونه‌گیری انتساب متناسب، به 135 آبخیزنشین از جامعه آبخیزنشینان مراجعه شد. روایی و پایایی پرسشنامه‌ها مورد آزمون قرار گرفت. برای گردآوری دیدگاه بهره‌برداران، از روش مصاحبه حضوری و تکمیل پرسشنامه استفاده شد. برای رتبه بندی عوامل موثر بر مشارکت مردمی، از دیدگاه بهره‌براداران از آزمون فریدمن استفاده شد. به منظور ارزیابی از دیدگاه کارشناسان، به طراحی و توزیع پرسشنامه مقایسات زوجی با استفاده از روش تحلیل سلسله مراتبی (AHP) اقدام شد. نتایج و بحث نتایج نشان داد، آلفای کرونباخ برابر با 0.827 محاسبه شد و نشان از پایایی پرسشنامه‌ها در پژوهش مورد بررسی دارد. نرخ سازگاری در تحلیل سلسله مراتبی از 0.01 کمتر است، بنابراین، می‌توان سازگاری مقایسات را پذیرفت. نتایج نشان می‌دهد که فعالیت‌های اقدامات مشارکتی نظیر باغ‌کاری، تراس‌بندی، ساخت جوی‌های بتنی، ساخت استخر و لایروبی چشمه‌ها، بیشترین مشارکت نیروی انسانی و مالی (حدود ۷۶ درصد) را به خود اختصاص دادند. بررسی شاخص‌های مشارکت آبخیزنشینان در پروژه‌های آتی نشان داد که "افزایش سطح درآمد ناشی از اجرای پروژه در منطقه" با رتبه 5.19، به‌عنوان شاخص برتر از نظر بهره‌برداران انتخاب شد. از نظر کارشناسان، شاخص "میزان مشارکت آبخیزنشینان در تصمیم‌گیری و تصمیم‌سازی" با میانگین وزنی 0.252، به‌عنوان شاخص برتر انتخاب شد. شاخص‌های "افزایش مشارکت آبخیزنشینان در تصمیم‌گیری و تصمیم‌سازی" و "استفاده از ظرفیت دیگر نهادها در اجرای پروژه‌های حفاظتی و جلب مشارکت آن‌ها" بیشترین وزن و شاخص "تقویت مشارکت تشکل‌ها نظیر تعاونی‌ها در سطح روستا"، کمترین وزن را به خود اختصاص داده‌اند. نتیجه‌گیری نتایج این پژوهش نشان می‌دهد که ذینفعان حوزه آبخیز ریمله، ظرفیت بالایی را برای پذیرش و مشارکت در پروژه‌های آبخیزداری را دارند. پیشنهاد می‌شود که مشارکت ذینفعان در تصمیم‌گیری‌های آتی و استفاده از اقدامات مشارکتی در این حوضه و دیگر حوضه‌ها در درجه اهمیت قرار گیرند. بنابراین، رویکرد به کار رفته در این پژوهش می‌تواند به‌عنوان روشی کارا در کمک به فهم بهتر سیستم آبخیز و نیز تسهیل فرایند تصمیم‌گیری توسط برنامه‌ریزان و مدیران آبخیز و آبخیزنشینان به‌کار گرفته شود. به‌منظور ارزشیابی اجرای پروژه‌های‌های آبخیزداری، بر بهبود روحیه مشارکت مردمی، توجه به اولویت‌های اشاره شده ضروری به نظر می‌رسد و پیشنهاد می‌شود در دستور کار مدیران و برنامه‌ریزان قرار گیرد. | ||

| Introduction Evaluating the implemented watershed projects and providing a perspective of their performance results provide managers and decision-makers with appropriate information for long-term planning. Therefore, by evaluating the performance of watershed projects from the perspective of experts, while determining the effects of the project and the factors affecting, the necessary guidelines for the optimal implementation of these projects in the future can be provided to officials and planners. In this research, in order to evaluate the implemented watershed management projects in terms of improving the spirit of public participation in the Rimeleh Watershed, the point of view of experts and users was used. Materials and methods Rimleh Watershed is one of the sub-basins of Kashkan River. For this purpose, after preparing the initial list of indicators, using the Delphi method and polling experts, the final list of indicators effective in improving the spirit of public participation was determined. 39 indicators were selected and classified into 6 categories. Finally, in order to prioritize the indicators, multi-indicator decision-making methods were used. All heads of rural households in this watershed were selected as the statistical population. The validity and reliability of the questionnaires were tested. According to Cochran's relationship and proportional assignment sampling method, 135 watershed dwellers were referred from the watershed dweller community. Face-to-face interviews and questionnaires were used to collect users' opinions. Friedman's test was used to rank the factors affecting people's participation from the point of view of beneficiaries. In order to evaluate from the point of view of experts, a pairwise comparison questionnaire was designed and distributed using the Analytic Hierarchy Process (AHP) method. Results and discussion Cronbach's alpha was calculated equal to 0.827 and showed the reliability of the questionnaires in the research. The compatibility rate in hierarchical analysis is less than 0.01, so the compatibility of the comparisons can be accepted. The results show that the activities of cooperative actions such as gardening, terracing, construction of concrete streams, construction of swimming pools and dredging of fountains took the most human and financial participation (about 76%). Examining indicators of participation of watershed residents in future projects showed that "increasing the level of income due to the implementation of the project in the region" (ranked 19.5) was chosen as the best indicator from the users' point of view. According to experts, the index "participation rate of watershed residents in decision-making" (with a weighted average of 0.252) was selected as the best index. The indicators of "increasing the participation of watershed residents in decision-making" and "using the capacity of other institutions in the implementation of conservation projects and attracting their participation" received the most weight, and the indicator "strengthening the participation of organizations such as cooperatives at the village level" received the least weight. Conclusion The results of this research show that the beneficiaries of Rimeleh Watershed have a high capacity to accept and participate in watershed management projects. It is suggested that the participation of stakeholders in future decisions and the use of participatory measures in this watershed and other watersheds are of importance. Therefore, the approach used in this research can be used as an effective method to help better understand the watershed system and also facilitate the decision-making process by watershed planners and managers and watershed stockholders. In order to evaluate the implementation of watershed projects on improving the spirit of public participation, it seems necessary to pay attention to the mentioned priorities and it is suggested to be placed on the agenda of managers and planners. | ||
