چکیده
رهبران محلی در نظریه­ های توسعه نقش مهمی در پیشرفت روستایی دارند. بااین ­حال، برخورداری از رهبری مؤثر یکی از چالش­ هایی است که جوامع روستایی با آن روبه­ رو هستند. برخی معتقدند ایجاد یک شبکه ارتباطی منسجم از رهبران محلی می­ تواند به حل این چالش کمک نماید. در این راستا، تحقیق حاضر به بررسی تأثیر یکی از برنامه­ های توسعه روستایی با عنوان پروژه ترسیب کربن در تقویت شبکه همکاری رهبران محلی در استان گلستان پرداخته است. بدین منظور شبکه ارتباطی رهبران محلی در روستاهای تحت پوشش این پروژه با استفاده از روش تحلیل شبکه ­های اجتماعی مورد بررسی قرار گرفت. ابزار جمع ­آوری اطلاعات پرسشنامه بود که در آن، پیوند همکاری بین رهبران محلی در قبل و بعد از اجرای پروژه مورد سنجش قرار گرفت. نتایج نشان داد که اجرای پروژه ترسیب کربن موجب شده است پارامترهای شبکه ارتباط همکاری رهبران محلی مانند تراکم، پیوندهای درون­ گروهی، پیوندهای برون­ گروهی، دوسویگی پیوندها، انتقال­­ یافتگی پیوندها و شاخص E-I افزایش و میانگین فاصله ژئودزیک و تمرکز شبکه کاهش یابد. این یافته ­ها نشان می‏ دهد با اجرای پروژه ترسیب­ کربن، شبکه ارتباط همکاری در بین رهبران محلی تقویت شده و این شبکه از سرمایه اجتماعی و پایداری بیشتری برخوردار شده است.

In development theories, local leaders play a crucial role in rural development. However, having effective leadership is one of the challenges that rural communities face. Some believe that building a cohesive network of local leaders can help address this challenge. In this regard, the present study examines the effect of a rural development program called the carbon sequestration project on strengthening the cooperation network of local leaders in Golestan province. Using the social network analysis method, the communication network of local leaders of the three villages covered by this project was examined. The data collection tool was a questionnaire in which the cooperation link between local leaders before and after the implementation of the project was assessed. The results showed that the implementation of the carbon sequestration project has increased the parameters of the cooperation network of local leaders such as density, bonding ties, bridging ties, reciprocity, transitivity, and EI index. Besides, geodesic distance mean and network centralization have decreased. These findings show that after the implementation of the carbon sequestration project, the network of cooperation between local leaders has been strengthened, and therefore the network has more social capital and stability.
