| چکیده | ||
| طرح تجهیز و نوسازی شالیزاری، یکی از طرح‌های زیربنایی در بخش کشاورزی است. این طرح که در آن شالیزارهایی که بهطور سنتی کشت می‌شوند بهصورت مدرن درمیآیند، بهطوررسمی از سال 1374در استان گیلان آغاز شد، آخرین گزارش موسسۀ تحقیقات برنج کشور نشان می‌دهد که تاکنون بیش از ۷۶000هکتار از شالیزارهای این استان تجهیز و نوسازی شده است. کشاورزان از بهرهبرداران این طرح هستند، از این رو دریافت نظر آنان در پرسشنامههای هدفمند میتواند به ارتقای کیفی طرح کمک کند. در این پژوهش، بهمنظور تجزیه و تحلیل و ارزیابی دیدگاههای کشاورزان ذینفع در طرح تجهیز و نوسازی، 455 پرسشنامه هریک با 50 سئوال، طی سال 1390 بین آنان توزیع شد. یافته‌ها نشان می‌دهد که کشاورزان شاغل در این اراضی از نظر سنی در ردۀ مسن، از نظر سواد در ردۀ بی‌سواد، و از نظر سرانۀ مالکیت در ردۀ کشاورزان کمزمین قرار دارند. حدود 60 درصد کشاورزان، نداشتن جاده برای تردد ماشینآلات و 35 درصد از آنان مشکل آب را برای پذیرش طرح تجهیز عنوان کردهاند. حدود 50 درصد از کشاورزان در سالهای اول و دوم پس از اجرای طرح در خصوص نحوۀ تأمین و توزیع آب مشکل داشتند که با اقداماتی نظیر حفر چاههای کمعمق و استفاده از آب زهکشها (بهترتیب ۳۵ و ۳۰ درصد) این مشکل را حل کردهاند بهطوری‌که در سالهای سوم بهبعد برای 35 درصد کشاورزان باقی مانده بود. در مورد مصرف آب در داخل مزرعه، بیش از 50 درصد کشاورزان در سالهای اول و دوم در مصرف آب داخل مزارع دارای مشکل بودند. مشکل مصرف آب در مزرعه پس از اجرای طرح تجهیز، ناشی از بزرگ شدن ابعاد کرتها و تغییر در زمان آبیاری، تغییر در دبی ورودی (هیدرومدول) و تنظیم عمق آب بهدلیل مشکل تسطیح سطوح بزرگ و مدیریت توزیع آب بوده است که با حل مشکلات تسطیح کرت‌های بزرگ و تطبیق کشاورزان با شرایط پس از اجرای پروژه، مشکل مصرف آب در مزرعه به 35 درصد تقلیل یافته است. پس از اجرای طرح تجهیز و نوسازی، حدود 50 درصد از کشاورزان داخل طرح از روش آبیاری تناوبی بهعنوان روش مناسب آبیاری در مزارع خود استفاده میکنند. 62 درصد از کشاورزان اعلام داشته‌اند مقدار افزایش محصول پس از اجرای طرح نسبت به حالت قبل، حداکثر 300 کیلوگرم در هکتار بوده است. حدود 78 درصد بهرهبرداران اعتقاد دارند که اجرای طرح تجهیز باعث سهولت برداشت محصول و خرمنکوبی آن شده است. پس از اجرای طرح، موقعیت زمین حدود 76 درصد بهرهبردان جابهجا شده است که تأثیری منفی بر رضایت بهرهبرداران داشته است. بهطور کلی یافته‌ها نشان می‌دهد که بیش از 75 درصد کشاورزان رضایت متوسط از اجرای طرح تجهیز و نوسازی دارند. | ||

| Land consolidation and on-farm improvement project, is considered as one of the infrastructural projects in the agricultural sector. According to national plans traditional paddy fields need to improved and equipped with modern technologies. In this context so far over 76,000 hectares of paddy fields in the Guilan province have benefited from the plan. Given that farmers are considered the beneficiaries of the project, their feedback and response is of prim importance. In this regard targeted questionnaire can help to improve their status furthermore. In order to analyze and evaluate the views of farmers involved in land improvement and consolidation and on-farm improvement Project, during the year 2011, total number of 455 questionnaire, each with 50 questions, were distributed amongst farmers. The results showed that farmers in terms of age are old, in terms of literacy, are mostly illiterate and lands are in the category of small. The results showed that about 50 percent of farmers have problem in the first and second years after implementation of the project, in the way of supplying water and irrigation management practices. Also construction of roads between farms led to more favorable among farmers. Further, according to results, 62 percent of farmers reported an increase in production after the implementation of the plan upto 300 kilograms per hectare. Generally, the findings showed that more than 75 percent of farmers expressed moderate satisfaction with the implementation of development plan. | ||
