| چکیده | ||
| در حال حاضر در جنگلهای شمال دو کارکرد تولید چوب و حفاظت جنگل از اهمیت زیادی برخوردارند. با توجه به گذر زمان نیاز است تا مفاهیمی مانند فرایند برنامه‌ریزی، اجرا و کنترل در طرح‌های جنگلداری به‌شکلی نوین بیان شوند. بنابراین در این تحقیق با بکارگیری برنامه‌ریزی هدفمند پروژه (object-oriented planning) و ابزار اجرایی آن، به رویکرد چارچوب منطقی (Logical Framework Approach) در طرح‌های جنگلداری جنگلهای شمال (به‌طور موردی در جنگل آموزشی- پژوهشی خیرود) از دو دیدگاه تولید چوب و حفاظت جنگل به‌شکل مرحله‌ای، به تعیین سیستم اهداف در چارچوب منطقی و کنترل اجرایی فعالیتها در جنگل پرداخته شد. در نتیجه با بیان فرایند برنامه‌ریزی و استفاده از روش ذکر شده، یک ماتریس برنامه‌ریزی و کنترل طراحی شده است. این ماتریس دربردارنده اهداف راهبردی، راهکاری، عملیاتی، فعالیتها و شاخص‌های کنترل دستیابی به اهداف (کنترل موفقیت) می‌باشد. کنترل اجرایی فعالیتها نیز از طریق پاسخ به سؤالات کلیدی مدیریتی (نوع فعالیت، زمان، مکان، چه کسی و چگونه) در یک جدول ارائه شده است. این نتایج مفهوم کنترل را از دو جنبه دستیابی به اهداف (کنترل موفقیت) و اجرای فعالیتها (کنترل اجرایی) بیان می‌نمایند و این به‌معنای بیان مفهوم جدیدی از کنترل در طرح‌های جنگلداری جنگلهای خزری در ایران است. | ||

| At the time being, in the Caspian forests two functions of wood production and forest conservation are of the great significance, but in course of time passage, it is needed to express processes concepts of planning, implementation and control of forest management plan in a innovative expression. This study tries to make an object-oriented planning and logical framework approach as performance tool on forest management plans (case study: Kheyrud) from stand point of wood production and forest conservation, design target system in a log frame and control of forest activities step by step. The results of the study express two aspects of control concept to achieve objectives (control of success) and activities (control of activities). This expression means a new concept of control in the Caspian forest management plans. | ||
