| امروزه کیفیت زندگی بشر به صورت مستقیم تحت تأثیر چگونگی برنامه‌ریزی و مدیریت منابع آب است. سهم عمده‌ای از این منابع برای مصارف کشاورزی استفاده می‌شود و شبکه‌های آبیاری و زهکشی نقش بسزایی در استفادۀ بهینه از آن دارند. از ساخت اولین شبکه‌های آبیاری سال‌ها می‌گذرد و عملکرد بیشتر آن‌ها به دلایل مختلف پایین است، از این رو بهسازی شبکه‌های آبیاری موجود برای بهبود عملکرد آن‌ها مورد توجه قرار می‌گیرد. به دلیل پیچیدگی مسائل شبکه‌های آبیاری و وجود تعاملات و وابستگی بین اجزای آن، بهبود عملکرد آن‌ها، نیاز به یک نگاه جامع، سیستمی، و آینده‌نگر دارد. یکی از ابزارهای مدیریتی برای این منظور، علم پویایی سیستم است. اخیراً رویکرد پویایی سیستم‌ها در بهسازی شبکه‌های آبیاری به کار گرفته شده است. با توجه به نتایج مثبت حاصل از به کارگیری این روش، مدل موجود پویایی سیستم بهسازی شبکة آبیاری قزوین که در آن صرفاً بهسازی فیزیکی شبکه و کنترل تقاضای آب بررسی شده بود، با توجه به اهمیت نقش مشارکت کشاورزان و ارتقای مدیریت شبکه، تکمیل شد تا دامنۀ گسترده‌تری از عوامل مؤثر بر عملکرد شبکه مورد توجه قرار گیرد. در این تحقیق علاوه بر مسائل فیزیکی، مسائل مدیریتی و اجتماعی نیز از طریق اعمال سیاست‌های مختلف جهت بهسازی بررسی شده‌اند. نتایج نشان می‌دهد که با ادامۀ روند جاری، وضعیت عملکرد شبکۀ آبیاری قزوین در آینده وخیم‌تر خواهد شد و به میزان حدود 10 درصد در افق سال 1399 کاهش خواهد یافت. همچنین نشان داده شده است که با اجرای سیاست‌های مختلف شامل: بهبود فیزیکی و مدیریتی شبکه و افزایش مشارکت کشاورزان می‌توان عملکرد شبکه را ارتقاء بخشید. اثر‌گذاری سیاست‌های مختلف در افق سال 1399 متفاوت است بدین معنا که سیاست‌های بهبود فیزیکی و مدیریتی به ترتیب به میزان 5 و 3 درصد و افزایش مشارکت کشاورزان با بیشترین تأثیر به میزان 14درصد موجب بهبود عملکرد شبکه خواهند شد. | ||

| The quality of human life is directly affected by water resources planning and management. Major portion of this resources used for agricultural purposes. Irrigation networks that are built to provide water needed for agriculture, have significant role in efficient use of water resources. Many years have passed since the construction of the irrigation networks, most of them have shown low performance; Therefore, improvement of existing irrigation networks to improve their performance is essential. Involvement of so many components in irrigation networks rehabilitation and their complex interactive relation on system performance, requires a long term, integrated and systemic. Recently, system dynamics approach have been used for irrigation networks rehabilitation studies. Considering the importance of farmrs' participation and management improvement on performance of irrigation networks, in this paper, the system dynamics model of Qazvin irrigation network was completed with regard to these issues. In addition to physical aspects of irrigation networks, managerial and social issues through various policies for the improvement of irrigation networks are considered. The results showed that with the current trend continues, performance of Qazvin irrigation network will be worse in the future and will be declined about 10% by the year 1399. Various policies such as physical and managerial improvement or increasing farmers participation has different impacts of performance improvement. Physical and managerial policies have improved the performance about 5% and 3% by the year 1399. Farmers participation showed highest impact on performance improvement which is about 14% by the year 1399. | ||
